EXCLUSIVE: U.S. Immigration and Customs Enforcement (ICE) Sources concerned by national security risks posed by lenient Biden administration deportation policies informed Project Veritas that Wilmer Romero, an illegal immigrant, was arrested and released by ICE three times before he went on to shoot and kill a Kentucky teen on April 4, 2024.

Wilmer Romero, 18, was arrested on May 8th after cutting off his ankle monitor and evading police for over a month. He was captured this week and charged with murder, contempt of court, tampering with a prison monitoring device, trafficking a controlled substance and trafficking marijuana. He is held on $750,000 bond.

Romero entered the country illegally as a minor with his mother in August 2019. Between October 2023 and January 2024 he was arrested three times and each time avoided deportation due to a Biden era change in immigration policy. Under ICE Directive 11005.3, called the "Victim Centered Approach," noncitizen victims of crimes are encouraged to seek assistance despite their undocumented status. Romero had previously been involved in a crime that left him confined to a wheelchair.

Despite his handicap, Romero was charged with possession of firearms and resisting arrest in in November 2023. Following his release by ICE, Romero was involved in the murder of 18-year-old, Dennis Ruiz Trujillo Jr., during an April 2024 shooting in Lexington, Kentucky. Romero fled the scene and was captured after a one-month manhunt. Police recovered communications from Romero admitting to the murder.

Project Veritas has reached out to multiple law enforcement agencies including the ICE field office in Louisville, Kentucky for further explanation on the ICE Directive that allowed Romero to be released repeatedly despite multiple criminal arrests.
